The clock starts with the titer, not the orders
Every PCS to Japan with a pet from the U.S. mainland runs on one date: the day blood is drawn for the rabies antibody test. Japan's Animal Quarantine Service (AQS) will not admit a dog or cat from a non-designated region until 180 days have passed since that draw, and the draw itself can only happen after an ISO microchip and two rabies vaccinations given at least 30 days apart, the first at 91 days of age or older.
For a pet with no compliant history that is about seven months from the first shot to the earliest arrival. Orders rarely give that much notice. The usual answer is that the pet follows later, and the earlier you know that, the easier it is to arrange care in the U.S. and a second flight. Our USA to Japan route page has the full sequence; the steps in order for a dog is the short version.
Hawaii and Guam are designated regions for Japan. A pet that has lived there since birth or for the last 180 days follows the shorter designated-region process, with no titer and no wait.
Which lab, and why it matters more on orders
Japan accepts results only from laboratories on its designated list. In the United States that list names the Kansas State University Rabies Laboratory and a U.S. Army diagnostic laboratory in Texas, which Japan marks as available for U.S. Forces personnel only. A military veterinary treatment facility (VTF) can usually send the sample to either. Ask which one before the draw: a result from any other U.S. lab means a new draw and a new 180 days, and that is the single most expensive mistake on this route.
The result must be 0.5 IU/ml or higher and stays valid for two years from the draw, as long as the rabies vaccination never lapses in between. How rabies titer timing works explains the dates.
The military veterinarian exception
This is the one place Japan's process is lighter for service members. USDA APHIS states that for active-duty personnel a dog or cat health certificate issued by a military veterinarian can be used for Japan without APHIS endorsement. Yokota's installation page says the same: an original health certificate from a military veterinarian, or from a civilian veterinarian certified by USDA, performed within 10 days of arrival. Retirees do not get the exception: Japan requires APHIS endorsement of their certificate.
Yokosuka's page describes the Navy's version of the paperwork: DD Form 2208 for the rabies vaccinations (the shot given more than 30 days and less than 365 days before entry), DD Form 2209 as the health certificate dated within 10 days of arrival, and a USDA stamp wherever a civilian veterinarian signs, because a signature without the stamp is not valid for entry. Which form set your VTF uses is a question for the clinic; what AQS checks on arrival is the content.
The 40-day notice, Patriot Express or not
MAFF requires advance notification to the AQS office at the arrival airport at least 40 days before arrival. Yokota's installation page is explicit that this is mandatory even if you fly on the AMC rotator. Yokosuka's page says notification forms are not necessary for AMC arrivals at Yokota, which contradicts Yokota's own guidance. We follow MAFF and Yokota and file the notice for every pet; a notice you did not need costs nothing, a missing one can cost 180 days.
Once filed, the arrival date cannot be moved earlier and animals cannot be added. If the Patriot Express date changes, tell us at once so the notice can be amended.
Patriot Express pet space and the commercial fallback
Military OneSource says Patriot Express pet reservations are made by your local transportation office when you request your own seats, that orders are not required to request them, that requests may be made 90 to 120 days before departure, and that pet spaces are limited and booked first come, first served. Ask on the day the reservation window opens.
Two installation statements shape the fallback. Yokosuka's page says that for transoceanic travel, government or government-procured transportation must be used if available, or reimbursement for transportation costs is not authorized; it also notes there could be a charge for your pet even on an AMC flight. So a commercial booking is a fallback for when the rotator has no pet space, not a free choice, and you will want the non-availability documented before you book. We can hold a commercial option in reserve and release it if the rotator comes through. Delta, as one example, currently ships pets as cargo only for active U.S. military and State Department Foreign Service staff on PCS orders (Delta).
Patriot Express pet fees, weight limits and the number of pets per family are set out on AMC and installation pages we could not read on November 6, 2026; your terminal has them.
What the JTR pays back
The Defense Travel Management Office announced that for PCS orders effective January 1, 2024 or later, a service member may be reimbursed for one household pet, a dog or a cat, up to $2,000 for a move to or from a location outside the continental United States, for expenses such as transportation and quarantine fees. Yokosuka's page, citing Joint Travel Regulations paragraph 050107 of August 1, 2024, adds that quarantine fees are limited to $550 of that total. Military OneSource says costs for an additional pet are at your own expense.
Your finance office decides what qualifies. Keep every itemized receipt: vet, lab, crate, airline, kennel. Our quotes and invoices are itemized for that reason.

On arrival: inspection, registration, base rules
At the AQS counter the pet is inspected against the notice, the certificates and the titer report. Yokota's page says quarantine can range from 12 hours to 180 days depending on the paperwork; MAFF says a non-compliant pet can be detained up to 180 days or returned. A dog must then be registered with the municipality within 30 days and vaccinated against rabies every year in Japan.
Installation pages add their own layer. Yokota's Pet Care Center asks that vaccines be given at least 72 hours before drop-off and the kennel cough vaccine at least five days before boarding there, and lists rental vans from the airport starting at $180. Housing offices set breed and number limits of their own. Check yours before the pet is on a plane.
Questions about this route
Can the base vet do everything, including the titer?
The VTF can give the shots, draw the blood and sign the certificate. The sample still has to reach a lab on Japan's list, and the 180 days still run from the draw. Confirm the lab with the clinic before the draw.
My report date is in four months. Can my dog come with me?
Only if the titer draw happened more than 180 days before the flight. Otherwise the dog follows once the wait is over. Tell us the draw date and we will give you the earliest arrival date.
Does the 40-day notice apply if we land at Yokota on the Patriot Express?
MAFF requires it, and Yokota's installation page says it is mandatory even on the AMC rotator. One other installation page says otherwise. We file it every time.
Do we need a pet relocation company for a PCS?
No. Many families manage the whole process through their VTF and transportation office. What we add is the calendar, the lab check, the notice and the commercial fallback, itemized so you can claim what your service allows.
